Registration, Identity Verification & Element Credit
The required steps before any applicant picks up a pencil or logs into ExamTools.

What every applicant must provide
Required information is defined in §1.913(f), §97.17(b)(1), and §97.21(a)(2), and collected on LARC-VEC Form 605 Section 1: P&P App. 8 §5.1

SessionManager complies with FCC’s ULS Electronic Batch Filing requirements. Applications cannot be accepted for persons using a single name (e.g., Madonna, Beyonce) or a name containing numbers, punctuation, or symbols. Refer these applicants to the FCC Help Desk: 877-480-3201 (Mon–Fri 8am–6pm ET).
Verifying who the applicant is
The FCC prohibits obtaining an amateur license by fraudulent means §97.17(c). VEs must verify identity using the following methods: P&P App. 8 §5.2
Adults
Require one government-issued photo ID: passport, military ID, state driver’s license, or state identification card. Compare the photo to the applicant’s face. P&P App. 8 §5.2.2.1
Youth
A non-government photo ID (student ID), a non-photo ID (school ID, library card, report card), or other documentation acceptable to the Team Leader. Contact your RC for guidance if a youth has no identification. P&P App. 8 §5.2.2.1.2
If registration and testing are in different rooms, a VE must confirm the applicant’s identity when they move from one room to the other — unless a VE directly observed the move and the ID was already checked. P&P App. 8 §5.2.3 All IDs must be returned to the applicant at the end of registration. P&P App. 8 §5.2.4
Element credit: which licenses qualify
Element credits are awarded under §97.505 P&P App. 8 §5.3. Credits based on FCC-granted licenses do not expire. Credits from a CSCE expire 365 days from the issue date. P&P App. 1 (Element Credit definition)

CSCE from any VEC App. 8 §5.3.2.1
Must be original + copy; not older than 365 days; unaltered; signed by three VEs; must specify the elements passed. Retain the copy; return the original. VEs must accept unexpired CSCEs from other VECs. App. 8 §5.3.2.1.6

An applicant presents a CSCE issued by the ARRL VEC 300 days ago showing they passed Element 3. Should VEs accept this as element credit?
An applicant holds an expired Technician class license that was issued in 1990 (after March 21, 1987). What element credit, if any, are they entitled to?
An applicant provides a license issued to them by the US Army as proof of element credit. Is this acceptable?
