This is a paper I wrote for an advanced emergency management academy program. It outlines nearly all of the communications continuity programs and capabilities that are available across the board. While many are not directly available to each of us it is important as part of your signals intelligence (SIGINT) and communications intelligence (COMINT) program that you are aware of them and, where possible, have the ability to monitor those that are radio based, especially in a Black Sky event. Many of these are in the HF bands so having the ability to monitor HF, either with a wide-receive HF radio or with a HF scanner, is critical. The paper does not list the frequencies for the various radio programs listed, but there are references to the programs that may list them. Where they are not classified, and available on public sites, I will add a page with them in the near future.
