THE LEAD THIS CYCLE
The IAEA Director General spoke publicly today from Fukushima: nuclear
inspections of Iran will happen under the MOU text — “This is going
to happen.” He called the US-Iran public dispute a “war of words” that
doesn’t change what the signed agreement requires. Iran hasn’t
responded as of cycle close. Lebanon 5th-round talks (US-mediated
Israel-Lebanon) are ongoing at the State Department through tomorrow.

Watch item: Iran’s chief negotiator said Hormuz will be “administered
by Iran” and Oman-Iran transit fee talks are underway — forward
structural risk to normalization.
Severe weather: SPC Day 1 ENHANCED for northeastern Colorado and
southeastern Wyoming tonight. Very large hail (up to 4 inches), winds
over 75 mph, tornadoes possible. Storms may develop after dark. Day 2
SLIGHT for Kansas, Oklahoma, and the Ozarks — tornado threat elevated
in evening hours as the low-level jet strengthens.
Wildfires: NIFC NPL 3. 31 large fires uncontained. Fire weather
CRITICAL across western and central Utah today (dry thunderstorms,
pyrocumulus possible). A major trough arriving Friday-Saturday brings
40+ mph southwest gusts — the highest-risk fire weather window of the
season. If you have personnel or assets in fire-prone terrain in the
Intermountain West, this is the 72-hour trigger window.
UK transition: PM Starmer resigned 22-JUN. Andy Burnham leads the
succession race. Nominations open 9-JUL, close 16-JUL. New PM
expected ~18-19 July. Caretaker government during active MOU
implementation is a material allied posture consideration.
Ebola PHEIC Day 40: 1,000+ confirmed cases (DRC) — the second-
largest Ebola outbreak on record. No approved vaccine or treatment
for the Bundibugyo strain. Contact tracing at 45% against a 90%
threshold. CDC MMWR projects 10,000-20,000 cases within 3 months
without major intervention. US risk remains LOW; enhanced entry
screening at IAD/ATL/IAH/JFK.
Cyber: Cisco SD-WAN CVE-2026-20262 — CISA KEV mandatory patch
deadline is 29-JUN (five days). Active exploitation confirmed.
