Making PREP-CON operational
The Triggers & Actions Annex is the document your household or MAG builds to make PREP-CON operational — one section per level, with direct triggers, indicator-based triggers, and matching actions specified in advance. Levels 2 and 1 add a Readiness commitment; a Routes section covers travel plans.

Build it at PREP-CON 5. The annex is written during the routine, low-stress conditions of Blue Sky — not improvised during Gray Sky. Review it quarterly alongside your Family Emergency Plan.
Where to actually do this work
