None specific — no known or anticipated threat to water, comms, power, banking, or food distribution. | Build and maintain. Rotate supplies, train, and exercise. |
| 4 · Orange Sky Incident Possible |
Possible near-future disruption to comms, power, or financial systems; severe weather watches. | Increase monitoring; verify and maintain equipment. |
| 3 · Brown Sky Incident Probable |
Elevated probability of disruption; financial stress; supply shortages; public-health indicators. | Notify the MAG, stand up a local net, check Get-Home/Bug-Out bags. |
| 2 · Gray Sky Incident Imminent |
Disruption expected or highly likely; civil disturbance or public-health emergency in your area. | Stage for departure. Able to move within 2 hours. |
| 1 · Black Sky Active Incident |
Active disruption of comms, power, or critical infrastructure; no-notice events. | Execute the plan. Bug out or shelter, initiate the MAG go-code. |
Descending the scale: the verb sequence runs build (5) → monitor (4) → coordinate (3) → stage (2) → execute (1). By PREP-CON 1, there is no planning left to do — only execution. All the planning work was supposed to happen at PREP-CON 5.
