Element Credit Edge Cases & Session Quality Checks
Applying element credit correctly, handling expired license credit including Amateur Extra, and final session quality verification.

Applying credit correctly
Element credit must be applied in ExamTools at check-in, before the applicant begins testing — it determines which elements they actually need to sit for. Getting it right here matters: this table is also what you’ll use later, when reviewing the session in session manager, to verify the credit that was applied was correct.

Critical: Expired Amateur Extra gives Elements 3 AND 4 credit — not Elements 2 and 3. Element credit is awarded for Elements 3 and/or Element 4 based on the license class. An expired Extra license covers General (El. 3) and Extra (El. 4). If the applicant also needs Element 2 (Technician) credit, that requires a separate CSCE or pre-1987 Technician license. Before declaring the upload complete
- All attendees appear in session manager (including non-signing VEs added manually)
- No-shows have been deleted from the applicant list
- Element credit is applied correctly for each applicant
- Pending application applicants have been excluded from ENC if appropriate
- Both ENC file and paperwork file are visible in the portal for the correct session
- Notes have been added to the portal session for any held applicants
- FCC response received → session Finalized in ExamTools
Post-exam discovery: an applicant reveals a prior license after testing
An applicant tested for and passed Technician (Element 2) today. He did not mention holding a prior license during check-in. Later that same day, he calls and asks if he can get his old call sign back — he says he first held a Technician class license in 1986, but let it lapse years ago.
If he can provide documentation of his prior license before the session file is submitted to the FCC, this qualifies as an expired Technician class license granted before the 21 March 1987 cutoff — Element 3 credit. Combined with the Element 2 he already passed today, he now qualifies for a General class license instead of Technician.
To apply this correctly:
- The TL must go into ExamTools and apply the credit there, since the Form 605 needs to be updated to reflect General instead of Technician.
- Applying credit after the CSCE and Form 605 have been signed will void the existing VE signatures. Contact the VEs and have them log back into the session to re-sign once the credit has been applied.
- In some cases this also voids the applicant’s own signature on the Form 605 — if so, have the applicant log back in and sign first, then have the VEs sign.
- All of this can be done remotely.
- If the session file was already imported into session manager, void it. Do a fresh download of the files from ExamTools, and repeat the full review process in session manager before uploading to the portal.
A related mistake: partial Extra credit slipping through
A similar issue can surface after the session, too. Suppose an applicant tested for and passed Technician today, and at check-in presented documentation of an expired Amateur Extra class license. After the session ends, he emails to say the CSCE he received only reflects his Technician result — no additional element credit shows at all.
The likely cause is the same mistake covered above: at check-in, credit was applied for only Element 4, not both Elements 3 and 4. Without Element 3, the Element 4 credit alone doesn’t unlock anything beyond what he tested for today, so the CSCE effectively shows only Technician. It’s also possible the applicant and the signing VEs didn’t carefully review the paperwork before signing.
The resolution is the same as before: the Session Leader (TL or DTL) goes back into ExamTools and applies credit for both Elements 3 and 4, then the affected VEs log back in to re-sign. This kind of issue is usually caught after the session ends, and VEs can resolve it by logging in remotely — one of the advantages of using ExamTools.
